The news received by cable to-day may be said to be highly important, as it is most interesting, our last published dates giving the then latest phase of the Afghan question—an official denial on the part of Russia of any complicity ■with the Ameer in his refusal to allow a British mission to pass. Today we are informed, that Eussia hza gone farther; she has promised, in the event of a successful war and acquisition of territory in British India, to divide with the Afghanistan Chief. This knowledge coming .opportunely to the British Government, not only betrays the unreliable character of Russian " official" disclaimers, but proves most conclusively that the aggressive policy of that Government for ■territorial ' extension is .as pronounced, as ever; that Great Britain's jealousy of Tiusaian designs on India is fully warranted by circumstances; that a coup d'etat like th,at of the Anglo-Turkish Convention, following closely upon the Berlin Congress, is not only excusable but absolutely commendable. Skilful diplomacy may involve personal equivocation or evasion, but Bussian diplomacy seems 't0 ;W tile 1 perfection of lying. Tniß tricing' difficulty . with the Ameer of Afghanistan will, perad venture, evolve some more of Russia's secret designs. The British Government act wisely in leaving the Government -of India to, settle the business. Russia can find no cause of quarrel with England in India's setting herself right With her neighbors, and in the meantime, to us it appears pretty plain, that the Beaconsfield Cabinet must have been for a long time aware of Russia's intriguing; the Anglo-Turkish Convention, Protectorate of Asia Minor, the possession of Cyprus, and the mission to Afghanistan being only phases of a policy intended as a check to Russia's insidious encroachment. The other news received to-day is of an interesting character. '
