A joint committee of the Borough Council and Harbor Bo^rd have come to an arangempnt under whir'i lie former is to obtain ett advance of money for the latter lo carry on harbor improvement, and a meeting of both bodies is to take place to-morrow to confirm or reject the agreement come 10. From what transpired at last night's meeting it would appear that our remarks on this matter were miscons rued. We merely recommended caution on the part of the Councillors, as it had been stated that they were to be asked to divert the money they are now spending on the improvement of the Borough to the improvement cf the harbor. The explanations given at last night's meeting put a different complexion on the business. The Harbor Board's credit, it would appear,' is exhausted, and yet harbor works. are urgently needed. On the other hand, the Borough credit is to good that money is easily obtainable, there are men out of work, but the Borough cannot profitably employ them on purely Borough works. The iJoroujrh therefore comes to the assistance of the Harbor Board and finds money for the latter to carry on reclamation works. To this we can offer no- objection. Some day the Harbor Board will be in a \ oiition to redeem its credit, and the Borough will rot be reduced to bankruptcy by the interest on an overdraft which is not likely to grow to such dimensions as others which have been successfully wiped out.
