Wednesday. THE BABBIT NTJISANCE Bill .

In the Legislative Council to-day the Babbit Nuisance Bill was read a third time, and after discussion, in which the continuing of the bonus was strongly advocated, {he Hon. Colonel Whitmore said the matter CTald be considered in the House of which closed the discussion. ADMINISTBATION BILL. The second reading of the Administra-, tion Bill was moved by Mr Wilson, and agreed to without discussion. : EOAD BOABD BILL. ' la moving the second reading of the •Eoad Board Bill, Colonel Whitmore said this and other local bills did not involve the policy of the Government, and they would not press them on hon. members. He thought property should be represented, but sufficient plural voting was not likely to be passed by Parliament. It was not likely the bill would become law this session, and the country would have an opportunity of considering it during the recess. The Hon. J. Hall thought the bill an important one, and was' glad of the footing oh which the Government had placed it. He advocate extreme simplicity in these local measures, seeing the men who would have to administer them. He,too, would, give a vote to property in proportion to i rates paid. The Hon. Mr Holmes said the general impression was altogether in favour of Eoad Boards as against County Councils. He should like to see six or eight of these Boards empowered to combine against the County Bill. He thought the bill should be pushed through this session, which was disagreed with by the Hon. Mr Waterhouso. The bill was then read a second time. ■ EATING ACT AMENDMENT BILL. The Hon.
