Sydney, Tuesday, j Parliament was opened to-day. The Governor's speech announces that the Gcjvernment have decided to postpone the issue of the million and a-balf loan on the London market owing to the depressed state of the mo3ey market.; Many useful measures have been promised, including the Land Amendment and the Electoral Laws Bills, and the consolidation of the Public debt; and proposals for railway construction embracing one thousand miles of new lines will also be submitted to Parliament. -
