BOROUGH TELEGRAMS.

At a special meeting of the Borough Council this morning some telegrams which hare been recently sent from the office were read and commented upon. Our reporter was denied access to these documents by the Town Clerk, but a ratepayer who asked to see the Telegram Book copied the following messages from the blocks, from which it will be seen that somebody, in folk lore, reckoned upon their chickens before they were hatched. As to the conduct of the Town Clerk in refusing access to documents which are the property of the ratepayers, we shall have to ask the Council to define his powers and duties, so that such a thing will not occur a^ain. Hitherto we have had nothing to complain of in this direction, but if the Press cannot be allowed some little discretion in regard to the publication of Borough documents (and there should be none that will not bear the fullest scrutiny), the majority of the ratepayers must necessarily remain in ignorance of what is being done. As the telegrams were copied from the blocks, the signatures dp not in all cases appear, but the senders may be identified from the telegrams. Here they are:—

10th August, 1878. Capt. Power, Wellington.

You were officially authorised to attend conference, and the majority of the Council are pleased with your exertions. Knowing the trouble you have taken, I think you did very well. Never mind what W. Bowe says to the contrary.

12th August, 1878. To Hon. Minister of Public Works.

Thames and Waikato Bailway. Sir George Grey informed me on sth inst. that you would inform me of position of Bill. Will you kindly do so. James "Kilgoub, Chairman.

13th August, 1878, To Sir George Grey, X.C.8., Wellington.

At a large meeting, held last night in the Academy of Music to consider the question o"f Borough Council sending representative to Wellington, it was unanimously resolved that the Council should be requested to send the Mayor to Wellington in that capacity. James Kilgoub, Mayor.

13th August, 1878. A. Brodie, Wellington. Mayor at public meeting last night requested io proceed to Wellington. He leaves on Monday.

14th August, 1878. Hon. J. Sheehan, Wellington. Thanks for telegram. I leave here for Wellington on Monday.

14th August, 1878. Capt. Fairchild, Hinemo^, Steam Ship, Auckland. Please say date the Hinemoa returns to Wellington. Keply paid.
