Wednesday. The Municipal Conference.

At a meeting of the Municipal Conference held to-day, certain clauses of the Municipal Corporations Act, 1876, were carefully considered. The whole question as to loans was postponed. Several notices of motion have been given on the subject, which will be considered later on. The only amendments of interest carried to-day were that every burgher holding rateable property should be qualified to be elected councillor; the Mayor should ex officio be a member of all committees ; that all cheques be signed by the treasurer and countersigned by the Mayor and one councillor, or, in» the absence of Mayor, by two councillors; <hat where special rates are levied for permanent improvements, he should have"ifche powerpfvoting for or against the special rates vested in him. Various technical amendments were made, and notices of motion for discussion to-morrow.

At a meeting of the Conference to-day considerable discussion ensued on the clauses relating to streets. Several notices of motion were given on the subject, to be considered tomorrow. Mr Charters, of Sydenham, gave notice in reference to clause 95, that he would move that owners in cutting up blocks, &c, should be compelled to form and metal tbe necessary streets before submitting such blocks for sale. Notice was also given that all courts, streets, (?) or alleys should be absolutely closed against the passage of vehicles. Another notice was that the present terms of street, court, alley, as used in the Act, are likely to lead to confusion, and that tbe term thoroughfare or way be substituted, and; stringent clauses introduced relating thereto. Several notices were given regarding loans, Mr Charters moving that the Government be asked to undertake the raising of such loans. Mr Power from Thames gave notice that he would move for clause 231t0 be altered so as to provide for the erection of buildings on the street level, prevention of the accumulation of stagnant water in hollows, and proper control of cellars; also, as to the question of Government nuisances. A number of technical alterations were made, not inrolving any public interest. The Conference then adjourned. A deputation waited on Mr Ballance on the question of charitable aid. The Government promised to consider the question.
