As the* European Congress only held it», first sitting on Saturday, and adjourned after a fo: mal opening and election of President, we can only assume that the matters reported in this day's calogram as having' been agreed upon between Count Schouvaloff and the Marquis of Salisbury regarding the. boundaries of Bulgaria,.north and south, and other concessions to British interests, aie but the outcome of that interchange of ideas, which we were led to believe would be engaged in before the serious business of the Congress came on. We need not recapitulate the items of news furnished to-day, and it would perhaps be premature to speculate upon the probability of the other Powers falling in with the views of the representatives of Great Britain and Eussia. The assembling of the Congress is one great point achieved by Jbarl Beaconsfield's firmness, and the interchange of ideas appears to have resulted in concessions by Russia in regard to the maintenance, of the integrityrof Armenia, and. the sur- ; render of Bayazid Cand probably Ears; and Erzeroum) by Kussia, with, what is more important, the passage of the Dardanelles and Bosphorus as settled by existing treaties.
