A Cabinet Council was held yesterday, •when Count Schouvaloff's proposals were considered. A Council is summoned for to-day, when the final resolution of the British Government is. expected.

Constantinople, May 24. The Russian-Turkish Commission have failed to agree as to the line of demarcation.

The honor pf the Grand Cross of St. Michael and St. George has been con* ferred upon the following:—Sir William Jervois; Judge Gait, of Canada. Knight Commanders: Mr Wilson, exPremier of Tasmania; Mr Michie, Agent-General of Victoria; John Hay* President of Council, Sydney. Companions: Lefroy, Treasurer at Perth. Colonial honors as follows :—Anderson, of Victoria, and Henry Halloran, of Sydney; Prelate of the Order, Bishop Perry, of Melbourne.
