The I exfc of the Russo-Turkish Treaty of Peace, which was ziified oa Sunday last, has been telegraphed from St Peters- ~ burg, and substantially is in accordance with the outlines already published. In the .Russian capital there appears to be considerable irritation, as the demand of the British Government that the entire Treaty shall be laid before the Congress is regarded as an attempt to humiliate Russia, and the intervention of foreign Powers is also r ssumed to be an undue interference in the mutual arrangements q[ the late belligerents. The Russian Government has not absolutely refused to admit a Greek representative to the Congress, but insists that he shall only be consul led upon questions relating to that kingdom. The Hungarian Delegation, on Tuesday, unanimously voted the Vote of Credit for 60,000,000 florins. The Austrian Delegation is still discussing the subject! The Roumanian Note to the Powers,* protesting against the Russian demand for the retrocession of Southern Bessarabia, has been published, and it speaka. very strongly against the surrender of the Roumanian position as guardian of the entrance of the Danube. The insurrection in the Greek Provinces continues, and there appears to ' have been some sharp fighting in Thes- ,_ saly.. Hobart Pasha has arrived at Volo with a large naval force, and is endeavoring to arrange terms with the. insurgents. Typhus fever is raging extensively in the Southern P/ovinces of Russia. The French Government has succeeded in carrying the State of Siege BiU through the Senate, the dissensions betvryw the Orleanists and other factions r'.'. the Right preventing, any effeotual^aisjiosition. ~~ Pope Leo XIII. has n?r.nifest?'.l a disposition to arrive at an understanding with the Italian and German Governments. The new law controlling 11-.o rative press in India has bi on cxi.:: "0.l by proclamation to nearly the wholo of the ' Indian Empire. The suddenness and unanimity with which the measure was passed is assumed to indicate a sense of threatened danger. The Indian Budget was officially published in Calcutta on Tuesday, and shows a large deficit, mainly attributable to the famine. There has been some rioting in Toronto , between Protestants and Irish Nationalists, and h considerable number of persons have been wounded, some severely. The movement in the United Slates Senate ageinst the award of the Fisheries Commission is not expected to be successful. The aiTanejements for the meeting of the Co&gress or Conference have not made much proprass during the w^ek. General Ignaiieff and Reouf Pasha are expected to reach St. Petersburg to-day, ... and as the latter is understood to be intrusted with a mission to obtain a modification of the terms, the publication of the Treaty will probably be deferred for" some days. It is announced from Athena that the Czar has intimated his willingness to allow Greece to be represented at the' Congress ; but it is added that the same privilege may be required to be extended to Roumania and Montenegro.
