The Treaty of Peace between [Russia and Turkey was signed at San Stefanoon March 3. It 3 terms were officially communicated lo t thc British Government, March 28, and provide for the southern extension of the proposed Principality of Bulgaria, an immense war indemnity, and large extension of territory for Montenegro, a smaller for Servia, and the retro* cession of Bessarabia by Roumania in lieu of the Dobrudscha, and the occupation of the chisf Turkish fortresses in Armenia.

The English Government demands that before the Congress meets Russia shall pledge herself formally to submit to it for revision the vy'hole of the Treaty of San Stefano. To this demand Russia demurs, and until she has returned an answer to the English ultimatum it cannot be certainly said whether the Congress will meet.

The Roumanian Government has sent a note to the foreign Powers.protesting against the Russian demand for the recession of Southern Bessarabia, and Servia is much dissatisfied at the smallness of her reward.

There is great activity at the dockyards, and recruiting for the army is being actively carried on. A movement has begun among the Volunteer force to offer to undertake foreign service. In an action for salvage, the Judge of the Admiralty Court has assessed the value of the obelisk, Cleopatra's JNeedle, and of the vessel in which it was brought, at £25,000. Mr Ruskin is lying dangerously ill at Coniston, but the last accounts report a slight improvement in liis condition.
