Mxibovbns, April 17* The dead-lock over the legal payment! was resumed. Parliament stands prorogued to the 29th of May, but is not likely to meet till the end of June. The speech on the prorogation has beea much criticised, especially that portion which said that notwithstanding the dead-lock the administration of justice had gone on unchecked. The Cabinet hare since reappointed two County Court Judges, and a dozen of police magistrates, leaving about the same number unappointed; but six of the number are entitled to pensions. There are likely to be very few other reinstatements, and the Cabinet are far from being unanimous on the subject, three Ministers being against any reappointments, and especially in their own departments. This has delayed the publication of the lists. The Cable Conference, originally fixed for the 25th of this month, is likely to be postponed, at the request of Queensland. The death of Judge Fellowes cast quite a gloom oTer the whole community, and was regarded equally as a public and private calamity; He was an able lawyer, an honest politician, upright judge, and an estimable public.citizen. An immense concourse attended his funeral, and the shops all along the route of the procession were closed. . The Bey. B. S. Walker, Incumbent of St. Matthew's Church, Frahran, was taken ill during the service on Sunday morning, and died eariy on Monday. ■ The West Melbourne election resulted in the return of Sir Bryan O'Loughlen by 110 votes. The number who voted upon this occasion was not,so large as at the first election. There was not the same excitement manifested. In the evening, after the declaration of the poll, some thousands visited the Argus office, but, a good force of police being present, there was not much injury done. There were again some gross cases of personation and illegal voting. One man was arrested, and fined twenty shillings at the Police Court.
Sir James McCulloch has placed his resignation in the hands of the committee, and Mr Francis has consented to stand for Warrnambool. Great preparations have been made for the defences at the heads.
The cartoon book of an old press man, lately editor of the Home News, who died here a few days ago, was sold at a high figure. Arrangements are being made for the Tisit of another English cricket team, if possible to consist of all gentlemen. Business is somewhat improved. Oats are lower? milling sorts, ss; wheat, 5s 6d, There are better mining prospepts jn some districts, especially Stawell. Sipney, April 17. Great preparations are making for the opening of the Exhibition. llie Assembly hare asked those members taking their seats to subscribe to the Electoral Bill, and there are eighteen additional. The proposal for the opening of the Museum and Public Library on Sunday is causing some discussion. A motion to rescind the resolution has been given notice of in the Assembly, but it is not likely to be carried.
I Captain Paddle, an old officer of the I A.B.N. Company, is dead. j Adelaide, April 17. The elections Hie concluded. There is not much alteration in the list of mem* bers. It is reported that the P. and O. Company, at the expiry of the present contract, will go in lor fortnightly mails, with 4,000-ton boats. Pagan was executed yesterday morning for the murder of Soltia, near Port Augusta. He previously confessed to the crime.
