England and Russia have adhered to the proposal of Germany for the simultaneous withdrawal of the Russian army from Constantinople and the British Ironclads from the Sea of Marmora, in order to facilitate the meeting of a Euro* peari Congress. . April 18. Eighty thousand Lancashire operatives struck to-day. Strong hopes of the Congress being held. Russia accepts Bismarck's mediation, and awaits England's agreement before withdrawing from Stamboul. April 19. Situation remains unchanged. The Government are buying horses in America. Russia has called out three divisions of reserves, and massing troops in Roumania, which is considered as a menace to Austria.
