London; April id. Prince Gortachakoff's reply to England has been receired. Tho language is moderate. Ho denies that Hussia is seeking ascendancy in Bulgaria, and says (he indemnity is leas than the losses. Existing treaties are actually dormant. Ho enquires if" England will make counter proposals with the ?iew of arranging a definite peace. The Russian Circular is regarded as conciliatory.
The reply to the address in the Commons was carried by three hundred and nineteen to sixt^/our. From rumors receired from the Cape it
is feared that a whole regiment is lost. It lacks confirmation. Official circles are uneasy.
The Oxford crew are favorites for the University race.
