It is semi-officially stated that Count Andrassy has declared ho regrets the treaty of peace clashes with AustroHungarian interests.
The Artillery has re-occupied Bojuk Dere.
London, March 31. All troopships are being prepared for sea.
The First Lord of the Treasury, in reply to a question, said the Queen's message relative to calling out the reserves, would be presented on the Ist of April, and will come on for discussion on the 4th.
The Chancellor of the Exchequer said that until the time arrives to take decided steps the British Government would consult Parliament as to the course to be taken under the present aspect of affairs.
Sir Stafford Northcote denied that the British Government hindered the arrange* ments for the meeting of the Congress. It desired only the treaty of peace to form the basis for discussion.
The Marquis of Salisbury has been appointed Secretary of State for the Foreign Department. St. Petjkbsbuho, March 31. The Journal de St. Petersburg states that the balance of power in the Mediterranean is only threatened by the presence of the British ironclad squadron in the Sea of Marmora, and looks upon the calling out of the reserves as a fresh provocation fpr Russia, who will be prepared to forcibly defend the fruits of the war. : • ; ■ : . The Busaian General Ignatieff's diplomatic mission to Vienna is considered a failure. He returns to St. Petersburg.
Count Andraasy, the Austrian Premier, hopes that Russia, failing to isolate England, will now assent to the Congress, otherwise Austria demands a.commercial and military convention of the western provinces of Turkey with reduced limits for Bulgaria.
Hungavy strongly favors an English alliance.
