Russian Demands.
London, March 24. England continues arming, Russia insists on the exclusion from tho Congress of question of Bessarabia and cession of Armenia, as essential modifications in treaty conditions are demanded by England and Austria. St. PjETBHSimEG, March 23. At St. Petersburg it is semi-officially stated that, ow.'ig tj England's persistent demr.r.ds in regard to peace conditions,
the chances of the mecling of the European Congress had decreased. March 24 England proposed diplomatic communications are to be treated as equivalent to presentation. Bussia refuses to believe this communication to be fulfilled in view of the inadmisrable pretentious of England.
The relations between England and Bussia arc in a critical condition. It is reported that Bussia demands the British ironclad sqiv.dron should leave the Sea of Marmora and the Dardanelles.
