Parliamentary papers regarding the Victorian crisii hare been issued. They include a despatch from the Secretary of State to the Governor of Victoria, dated 28th February. It sets forth*-that Sir Michael Hicks Beach declines to' express an opinion regarding the merits of the dispute on matters appertaining solely to the Government of Victoria. It'exprcsses a hope that mutual concessions may be made to bring about a settlement of difficulties pending between the two branches of the legislature, and that both the British Government and Sir George Bowen will keep aloof from the dispute. London, March 21. Tho Emperor of Russia refuses to reduce the indemnity of three hundred million roubles demanded from Turkey.
