At the Colonial Institute Sir Julius Yogd read a paper on New Zealand and South Sea in relation to the empire. The principal speakers were Sir James Fergusson, Mr Torrens, Mr Casey. Cadogan and Beach replied to questions on the subject. Earl Carnarvon hoped the Governor had conformed to the law in the widest sense regarding Imperial not less than local obligations.
