Russia has withdrawn her demand for a portion of the Turkish Fleet, on condition of the Forte engaging not to cede the same to England. The conclusion of the Treaty of Peace takes place to-morrow. London, February 20. The election of Cardinal Fecci is rery popular. His election was unanimous. Negotiations are proceeding respecting the occupation of Gallipolli on the 23rd. The European Conference on the Eastern question assembles in a fortnight. The Chancellor of the Exchequer, in reply to a question, said Russia had undertaken not to occupy Gallipoli, and it was probable that an additional assurance would not be required.
