London, February 22. Russia demandi a portion of the Turkish fleet. The Porte refuses, preferring to destroy it. The peace conditions are not yet signed. If delayed, fiussiaa occupation of Con* stantinople is expected. The Russians hare occupied Rustchuck. The Turks hare evacuated Erzeroum. London, February 23. Russia has withdrawn her demand for a portion of the Turkish Fleet, on condition of the Forte engaging not to cede the same to England. The conclusion of the Treaty of Peace takes place to-morrow. London, February 20. The election of Cardinal Fecci is rery popular. His election was unanimous. Negotiations are proceeding respecting the occupation of Gallipolli on the 23rd. The European Conference on the Eastern question assembles in a fortnight. The Chancellor of the Exchequer, in reply to a question, said Russia had undertaken not to occupy Gallipoli, and it was probable that an additional assurance would not be required.

Lord Derby apd Sir Stafford Nortbcote announced in Parliapiept tjiat Englapd and Russia bad agreed that neither shall occupy Gallipolli or Bovilair, or land troops od either side of the Hellespont. England will be repretenled at the Conference the same as other Powers. Sulieman Pasha lias been court martialed.
