London, February 15. In reply to a question in Parliament, the Chancellor of the Exchequer stated that the Porte had refused to allow British troops to be landed at Constantinople, but the British fleet was nevertheless proceed* ing, and was unopposed. It is now believed that the British fleet is at Constannople. In reply to England's objection that Bussian occupation of Constantinople could not be justified, Prince Gortschakoff states that the Bussian occupation is of a pacific character. ' ' The relations between Austria and Russia are extremely critical. * February 16. Earl Derby has interviewed Schouvaloff, and expressed a hope that no Bussian troops were moving towards Gallipoli, whereby communication with the British fleet might be threatened. Earl Derby snid the consequences of such a movement were most serious, and must he decline to take the responsibility of the consequences.
