Lord Beaconsfield stated in the House of Lords that a difficulty had arisen regarding the entry of the British fleet into the Dardanelles:
The intention to send the fleet to C.nstantinople remains unchanged.
Gortschakoff telegraphs: As the British fleet goes to Constantinople, we will send our army there.
The Siam left Galle on the ninth.

The special cable messages published in the Sydney Morning Herald contain some details in connection with the terms of peace proposals, and Earl Beacons* field's statements to the Lords, not forwarded per Beuter :— London, January 28. The Home Rulers state that they knew that Eussia purposed separately arranging with Turkey respecting the opening of the Straits, and England must guard against this. January 25. The Daily Telegraph has received a telegram to • day from Constantinople, which announces the following as part of the programme containing the terms r? peace between Eussia and Turkey. The boundaries of Montenegro are to be enlarged and 'o include Antevari, Nichsicb, and part of Lake Scutari. The Straits are to be open to Bussian war-ships. January 26. In the House of Lords tonight, the Earl of Beaconsfield stated that he had intended to telegraph to the Powers tb~'; the entry of the British fleet into tho. Hellespont was not intended to indicate any departure from the position of neutrality which had hitherto been assumed by Great Britain, but that Count Schouvaloff had had nn interview that day with the Secretary of State for Foreign Affairs (the Earl of Derby), and submitted terms to , form the basis of an armistice, in conse-! quence of wh»'ch the fleet had been ordered to remain in Besika Bay, and the telegrams had been withheld. ,;,....: January 24. The Bussian Pacific Squadron has left Vladivostock for Japanese waters.
