Thames County Securities.

The following arc the clauses of " The Immigration ami Public Works Appropriation Act, 1877," referring to the Pumping Association mortgages and securities, and which said clauses nearly sealed the fate of the Bill in the Upper House, the " lords" hating discovered that the clauses were a " tack." It will bo seen that the power given to the County to deal with the securities is absolute :—

13. The mortgages or other securities mentioned in section ten of "The Immigration and Public Works Appropriation Act, 1876," are hereby vested absolutely in the Corporation of the Chairman, Council, and inhabitants of the County of the Thames, and l\vyi>a.ssigns.

14. It shall be lawful for the said Council of the said county to sell the said mortgages or other securities, or borrow money thereon, upon such terms and conditions as the said Council may think lit; and the said Council may in all respects deal with the said mortgages and other securities in like manner and as fully and amply as any private person could if the same were his own individual property absolutely.

15. Deeds and other instruments executed under the common seal of the said Corporation of the Chairman, Council, and inhabitants of the County of the Thames shall be deemed to be duly oxecuted, and shall bo valid and effectual for any of the above-mentioned purposes specified in such deeds or other instruments.
