The new Native lands Bill repeals the Act of 1873, and the general scheme is a return to the policy of 1865. The Government evacuates the, land market, and will ieave speculation to the public. Certificates of title tre to be issued to ownerSj who may sell or" lease to whom they please. Mortgages are forbidden. The duty is to be twenty per cent ad valorem.
