Turkey declines to adhere to the pro> tocol. War is regarded as inevitable.
Turkey's despatch to the Powers specially rejects the addition made by Shouvaloff to the protocol; repels interference with her internal.affairs, and only consents to send an envoy to discuss the propriety of disarming provided Russia disarms.
The Turkish Chamber reject! the de mand of Montenegro.
