London, April 2. . The ambassadors have signed the protocol at the Foreign Office. Lord Derby declared that its validity depended upon peace being secured to Montenegro, to Russia demobilising, and to Turkey disarming. Schouvaloff declared that Bussia had consented to demobilise, and wSs will'.ng to enter into negotiations with Turkey with a view to a mutual disarming, pro. vided the peace of Montenegro be secured.
Turkey is reported to be favorably disposed towards disarming and reforms.
The Times and the Government organs approve of the intention of the Cabinet, but dwell on the uncertainty of the situation, as .everything depends on Russian sincerity. - .
The Daily News ridicules the whole
affair. ••. The year's revenue is seventy-eight and a-half millions.
