The Cabinet continues to negotiate with Eussia, and has resolved to sign the Protocol, although considering the effect of the document will be nugatory in case of failure on the part of Eussia to demobilize her army.

Turkey repudiates Foreign intervention. ; The Council of State have agreed to an Address in Reply to the Sultan's speech, opposing any claim to Turkish territory, and approving of the rejection of the proposals of the Conference, Mr Layard is appointed temporarily English representative at Stamboul. The Prince of Wales is recovering. President Hayes has sent a Commission to Louisiana, and invited the rival Governors of South Carolina to Washington, with a view to a settlement of the election dispute.
