The Porte objects to the demands of Montenegro for- the cession of territory and seaport. Russia is still expectant pending an answer to the circular, and has issued a ukase ordering the organisation of nine army corps. The Porte maintains the same confident attitude it assumed when theponference was sitting, and is prepared to accept war in preference'to prolonged suspense. On the other hand, Russia rejects the suggestion of a year's grace. Russia has announced an intention of withdrawing from the Treaty of 1856, unless the other Powers co-operate t » obtain the acceptance by the Porte of the., original programme of the Conference. , In, the Turkish budget the estimate of the expenditure for thepresent year on the army is set down at foui teen and a half millions, and for the navy at ten rid three-quarters millions.
Hayes has nominated W. Maxwell Events as Secretary of State, and Shermr a as Secretary of the Treasury.
