EUROPEAN.
London, February 23. Uj
An animated discussion took place in the House of Commons last night on the propriety of resuming the debate adjourned from the 17th instant. The Marquis of Hartington agreed not to press the question if the Goverment thought that further discussion would embarrass them, and declined to challenge the Opposition to submit to a vote on a formal motion upon the policy of the Government. The debate was adjourned sine die.
The Emperor William, in a speech, said he thought the concord existing between European powers justified the feeling of confidence. In regard to the preservation of peace, even supposing the Porte fails to carry out the desired reforms through the failure of negotiations, as German interests did not prescribe any definite course, she would continue her efforts to secure the peace and protection of Christians in Turkish provinces.
