Turkey and the East.

Concerning the intentions of Germany in the Eastern Question, the Temps says: —" The rumour having been circulated that Germany had declared herself against the conclusion of a military convention, i with a view of an eventual passage of Bus- ! sian troops through Koumania, we have j collected news, on the subject. That ■ which reaches us from Bucharest leads us 1 to believe that, in reply to a question' which lias been addressed to him by the ! Roumanian Government; Prince Bismark, after having affirmed the close relations subsisting between Germany and Kussia, pronounced himself in favour of an act having the bearing indicated, expressing, however, at the same time the opinion that it was advisable to defer it till the passage of the Russian troops through ' the Principalities became imminent." The St. Petersburg correspondent of the North German Gazette says that whatever may happen the [Russian Government is determined to. insist upon the redress of present misgovernmeht in Turkey, and that it is equally determined to attain the desired end by the shortest possible road. According to the Temps, Prince Orloff has received a letter from Prince Gortschakoff to the effect that his strongest desire is the maintenance of peace; that Eussia has no predetermination, and that the movements of troops going on should excite no surprise, the' Minister of War being bound to make every preparation for war, while diplomacy is endeavoring to avoid it. The journal adds that the mere friendly nuetrality of Europe with regard to Russia would not suffice, as it was not Russia who had ..raised the Eastern Question', although she might have had an interest in giving the coup de grace toTurkey. In conclusion, the Moscow Gazette says lbat_Russia could not afford to risk a rear or flank attack upon the Porte in addition to the sacrifices which a war would entail upon her. Russia (the Gazette adds) has not mobilised an army for the sake of menacing Turkey. . . Midhat Pasha, in a conversation with Lord Salisbury, said that the Turks have decided to accept no terms giving exclusive administration to the three provinces of Bulgaria, Bosnia, and Herzegovina. "We intend," Midhat said, " giving large reforms to all our subjects, even to the Turks, who with you do not count. ' Europe asks us to cut throats; we must trouble Europe to do it for us, if they are to be cut. We came tere a small number; if we go away we go as we came, leaving to England the care of covering the graves of those we leave behind."
