OAMARU.
Monday. \: Mr Steward, member for Waitaki, addressed a large meeting of his constituents! last night. Over 30P,persons were pre-' sent. He reviewed the legislation of the past session, and declared, himself a supporter of central legislation, and' local administration. He opposed insular separation and the four provinces scheme. He saw no necessity, for .more than one Legislature for the colony—boards of course. Boards of 1 Works should be established. <to take charge of main roads and large works. These, added to Road Boards and municipal system, would provide ample administrative machinery., ( He 'advocated reform in the incidence of •taxation; and. would supporjt; a ; land" tax 'which should not allow unimproved lands ; . to escape ; and also reform in , the constrtu*tion of the Upper House—the number of members to, 'be-fixed^ half nominated members and half elective. The following resolution. w : as unanimously, ]passed :— " This meeting highly' approves of the action of Mr Stewart in, supporting the measures brought forward by the Ministry for the abofition of. Proyinc'.al Governments throughout the colony, and desires to acknpwledgevitheir iappreci^tiop; of«the valuable services rendered by him during the past five years as member of Parliament for the 'Waitaki distric<?,*"and that the thanks of this meeting be accorded to him for lifs'address.'' -; ■-•
