The financial statement estimates the expenditure for the year at £4,524,644, and reckons on a probable deficit of £180,873; to meet which he (who?) proposes to raise £215,000 as follows : — Land and property tax, £125,000 ; income tax, for the half year, £6000; bank notes tax, £2600 ; increased succession duties, £4O6o; which, after a deduction of the deficit will leave a surplus of £34,127. It is also proposed to relieve imported goods to the value of £1,065,977, producing £113,894 of revenue, and to borrow three millions for new railways, water supply works, and building state schools. The Land and Property tax is to be- five per cent, within cities, towna, and boroughs, and seven per cent, for large estates. The income tax to be 2tj- per cent, on all incomes above £500 per annum. The income tax is generally condemned.

A bill permitting women to graduate at the University has passed its second

reading. Scarlet ferer is increasing.
