The bill for increasing the representation has been circulated. It is entitled "Ah Act to Amend the Representation Acts," and its short title is to be '.* The .Representation Act, 1875.''; .; ■!-■'■<

It provides that after the dissolution of the present parliament the House of Be-, 'preservatives shall consist of eighty-two members over and beyond the four members to be elected for the Maori electoral districts. Subject to the provisions of the Act the electoral districts are to remain as previously constituted.

In addition to the number of members now returnable for the undermentioned electoral districts, constituted under former Acts, there are to be returned for such districts the number of members set opposite the name of each district as follows: —Thames, one member; Napier, one ; Grey Valley, one; Timaru, .one ; Hokitika, one; Waitaki, one; City of Dunedin, one. The City of Chrislchurch ; district as constituted under the new Act is,'*in addition to the members,now returnable for the districts of City of Christchui'ch east and City of Christchurch west, to return one member. The elec toral districts of City of Christchurch east and City of Christchurch west as now constituted under the. former Acts are together to form one electoral district, and to be called by the name ot City of Christchurch district; The electoral districts of Auckland City east and Auckland City west as now constituted are together to form one district, and be called by the name of Auckland City district.

Except as provided by the new Act, the electoral rolls which under the provisions of the Kegistration of Electors Act, 1866, came into operation on the Ist day of September, 1875, for the electoral districts (or the election of members of the said House as such, districts were constituted immediately before the' passing of the new Act, are to remain in full force and operation. j : - : , •

Immediately after the passing of the new Act officers, to be appointed by the Governor for that purpose, are to form new electoral rolls constituted under the Act. For the purpose of forming •such new electoral roll the names of every elector registered on any roll which under ; the provisions of the ; Registration, of Electors . Act,#lß66, is in force on the ls<T day of September, 1875, whose qualification is in respect of lands and tenements situate within either of the districts" as constituted immediately before the passing of the new Act, and which under that Act together form one electoral district, are to be placed on the new electoral roll or rolls of the electoral districts so constituted under that Act: provided that if any elector on the former rolls be registered in respect of lands or tenements situate in two or more of the original district?, the: Registration Officer may, in forming the new rolls, omit the name of such elector from the roll of either one or more of the new electoral districts.?within..• which*, such elector may not appear'to the [Registration Officer to have a sufficient electoral qualification. Upon such new electoral rolls being so formed, the same are forthwith to be forwarded to the Colonial Secretary, and to be published in such convenient manner as the Governor shall direct, and from the day of such publication the electoral roll formed for each district is to be the electoral roll to be used for such district for all purposes until a revised electoral roll for the same shall be in

force under the provisions of the law fo the time being in force for the registration of electors.

Writs shall be issued for the election of members of the House of Jiepresentatires in the ensuing Parliament for all the electoral districts constituted under the old and new Acts so soon as the new rolls shall have been formed and published. If necessary, however, the Gorer may issue writs for a new parliament without reference to the new Act.
