Mr Waterhouse is going to make a noise in the Legislative Council, which wants stirring up badly. A more sleepy lot of old fogies it would be hard to collect. The debate will be resumed this; afternoon, when, it is understood, Messrs Rolleston and Boweu will speak. The object of the Opposition is to speak against time, so that the debate will be prolonged.
