The usual, monthly, meeting of the Thames Hospital Committee was held! yesterday afternoon in the Salutation Hotel, Mary street. The* Secretary read the minutes of the last meeting which were confirmed. The; report of .the House Committee fpr^tlie last s imonih was then read. It stated tHat Dr. Fox did not approve of the experiment made of papering the wardsfbutjvconsidered that it would be more conducive' to comfort as well as more economical if the wails were painted to a heightj-of>4|'feet, and the portion above that' white washed. The Commit', cc concurred with the views of Dr. Fox. [;■:':■■ ' ." .-. .' .. ■■'■:■ •■.-:■.. ;

Tho Mayor seconded the motion which <was carried nem. r con~ "-, On the motion of Mr Frater a similar vote to the secretary was ordered to be recorded in a similar manner*- , " The Secretary wsfated"that h*i» had had correspondence with the Curator o$ Intestate Estates relative to the eflfecits of ( the late Thomas Gjlmore who had died in the hospital. Mr Bullen-had handetf over other effects of deceasedand the whole had been given to Mr MacDonnelL acclaim at the same time being made for the week's „ treatment deceased had hadf In the hospital. The House Committee for the current month was ordered to be Messrs Daries, Hudson, Hill and Dewar.

Mr McCullough (who arrived^ at this time) asked why no circulars had heen sent to members reminding them ot* ihe meeting. The .Secretary said he had advertised the meeting and therefore haJ omitted to send circulars. Mr Eowe said the object of having circulars was to avoid the expense of advertising. ~ The Secretary said that the omis* sion should noi occur agqin. !jt The Committee Mien resolved itself into a special meeting'to consider the motion brought forward by Mr Bagnall, that the words '• all such certificates shall be forwarded to the secretary not later than the Ist of January in each year " be added to rule 8.

Mr Bagnall with reference to his motion, MidAttSadJbecn brought to his ears that the certificates issued by mine managers to theiirinen, who through them subscribed to the hospital, and which entitled those; .who, held them to vote at the, general meetings had been misused;. and that minejmanagers had (so he had heard)? signed certificates in blank leaving them to be filled up hy others, careless as _, to ,whether they were subscribers or no. With this view_ he had brought forward his motion, \\z.~, to prevent men voting who had no right to. ■ Besides this another advantage would be gained as it would enable the Secretary to make a list "of subscribers. At prcsenfrthey had no such list, but were ignorant of who were and who were not subscribers. He did not. think there could be any opposition to his motion so would say na more but simply propose it to the meeting. Mr McCullough said "that he would second the motion pro; forma as he was anxious to,see it discussed* but he must say he should-Jike to see wherein the advantage of the motion consisted, for in the first place the forming a list of members and obtaining the certificates would entail additional labor on the Secretary, • and „in tho second place the charge of improper iise of certificates looked very like an insinuation reflecting on the character of tho mine managers ; he would, however, as he had said second the motion pro forma, though the only occasion on which it could be used, as far as he could see, would bo in the election of a committee. Mr Prater said he could really see no advantage in the proposed addition to the rules, for if a manager's certificate was sufficient to put a man on the list of voters^ surely it would be also sufficient to enable hjm to vote. Unless some case clearly showing that these certificates had been wrongly used he did not see the use of altering tho , rale, which only tended to reflect on the conduct of mine managers without proving any one definite case. He would therefore move as an amendment that no alteration take place in rule No. 8. Mr Macnab seconded the amendment, ho disagreed with Mr Bagnall, and considered it very wrong of him to bring a charge merely on rumour, a rumour of which he personally hitherto had heard nothing. Ho saw nothing to be gained by the motion, it would work badly, as it would be impossible for the Secretary to know every miner, and, so, would be no check on the system of improper use of certificates, which Mr Bagnnll deprecated. Besides if; would entail expense on the Hospital in the matter of printing, &c, which had better be avoided. The Chairman; said though ho himself, had probably issued as many tickets as. any one/he had never known any instance of tlifcir. abuse, neither did he think that j

a ticket 'in'blank Ikd ever been illsiie^d bj» any manager on.the field. : ' - 5 Mr Bagnali in reply said' that no arguments had been used against his motion, though some J:ew, assertions ,had been made.. He denied .wishing to make any,., reflection on the?cofldact of mini&tVMt,< pimply said that he heard the impression was abroad that'^he tickets had-^fen Improperiy^used, and cqntondea.fflarno patter whether the rule had' been transgressed or not, any addition to the rule which reduced the possibility of in being 'transgressed pas desirable. -- The.-rftßwndment .wM^MfcMLJlm* appeared for the amendment six, against-it two. The ameti^nientwu then passed. "" «^^^
