The matured programme of the Opposition is -said to be : to join issue-afc once after Parliamentopens, and move an amendment to the Address in Reply, confident that the personal weakness of the -Ministry will enable the Opposition to command a majority. Their financial policy will be founded on the total re-adjustment of the incidence of taxation, and adoption of a property and income tax. The .New Zealand Times, yesterday monung, had a leader on the constitutional position of the Ministry previous to the late resignation ; and pointed out that, according to-strict precedent, there haying been> no Premier sworn in, no Cabinet could be said to have existed.

The departmental estimates in the Public Works Department for the ensuingyear will show a very marked reduction on- .th'bse- of previous years. As the Collingwood, with fever and other diseases on board, ,had only lately come in, and was anchored in tho quarantine ground, apprehensions are entertained that the beds might have bee^ thrown overboard from her and be a' means of spreading infection if picked up i and used by any poor people. ]
