April 19. . Another German note addressed to Belgium says the present international law is inadequate for mutual protection, and as Germany is remedying the defects, it suggests that Belgium should do the same.
The Ceylon arrived at Galle from Australia on the loth.
Jtpril2O. Earl Derby, in replying to Earl Riusell, said the German note to Belgium was very friendly, and had been communicated to the several Ppwers, but England was not formally consulted. There were no grounds for uneasiness.
