Believing th,at the mininsj interest in this great Province is as yet only in its infancy, I think the... Superintendent should.always, remember how industrious a portion of tlie community the miners are ; how largely they contribute to the perman ut wealth and to the revenue of the Province «nd colony; how trained they have been in the habits and hardship of colonial life; and how important it therefore ia to the colony to retain them here. To attain this desirable object measures should be devised by which they could occupy freeholds while still engaged in mining pursuits. Kestrictions at present placed upon them should be modified and relaxed, and the unjust taxation to which they are now subject should be re-adjusted and equitably distributed orer the entire community. I do not think that the principles jrhich control and regulate-general public education in this Province, as they have now, been settled, Heed be re-opened by the Superintendent;;but I do think that the' system of taxation established for educational purposes should be re-considered. All who draw wealth or revenue from this country are interested in seeing that rising generations prow up educated and well-conducted menubers of the community; but it is the duty of all to contribute with some reference to their wealth, and it stems hard to. oblige the struggling labourer to pay largely from his small means for this purpose, whilst those who draw great incomes from New Zealand, pay but a trifle in proportion to their ability, or, if they be absentees, pay absolutely nothing.. . ; I originally devised and introduced into this Province a system of Hundreds, presided over by Wardens, which has since been elaborated into the preient Highway Board system. I am glad to know that these locar bodies have well earned and deserve each fresli concession that has been made to them ia the direction of local self-£o~ernment; and I think the Superintendent should sitrive to increase their powers so as to enable them to perform many local acts which can now only be done for tb»m by the authorities of Auckland and Wellington. I have, thus stated my views upon some of the chief points which are likely to occupy the attention of your new Superintendent. I have, with much care and deliberation, formed opinions upon other points perhaps of equally great importance, and probably opportunities will offer of my expressing myself in reference i to them, to the electors. I hare stated already that I cannot, for various reasons, have recourse to the method usually, adopted by a candidate with the view of securing his return; but I have. said this with no intention of avoiding proper duties or of evincing any want of sympathy with my fellow settlprs, or i their happiness or interest. I have, in ; retirement, had an opportunity of reflecting much, and of forming conclusions , under undisturbed and favourable cii 1- i cumstances. I have no desira to intrude my views ; but if the electors desire that | I should personally address them, I shall , consider it my duty to go to Auckland ! and the Thames—the two chief centres of, population—for that purpose.
