T«B Government have, it will be seen, decided to retain the management of the Ohinemuri goldfield in their own hands, the Governor's powers under the Goldfields Act, 1866, haring been delegated to the Hon. Dr. Pollen. The exceptions referred to in the telegram are powers which, by the Act itself are to be specially retained by 'the Governor, and do not affect the administration of the goldfield dirfctly. Clamse 22 enables the Governor only to extend certain provisions relating to water-races by proclamation. By clause 40 the Governor is empowered to grant agricultural leases on goldfields. Clause 48 enables the Governor to deal with waste lands on goldfields. Clause 60 refers to the ap- . pointment of Wardens, the power of which is vested in the Governor only, and constitution of Wardens' Courts; and by clause 96 alterations may be made in . the mode of procedure in such Wardens' Courts. Clause 107 empowers the ' Governor to make regulations under the Act. where sufficient provision has not been made to meet circumstances. The death of the Superintendent has relieved the Government of a difficulty in respect of the delegation of Governor's powers. If Mr Williamson had livtd it would have been tantamount to an expression of want of confidence to have revoked the delegation of powers, but his demise ' has released the Governor's advisers from the dilemma in which they were placed between what they might consider their duty and their inclination.
