Memboubne, August 1. Mr. Francis having resigned his office as Chief Secretary through, continued illhealth, Mr. Kerferd, the AttorneyGeneral, was sent for by the Governor, and he undertook the reconstruction, of the Ministry, and after two days was enabled to announce liis Cabinet. Mr. Langton, who upon the retirement of Mr. Francis, desired to lead, was compelled, to retire, and has since accepted the Treasurership. Mr. Eerferd, continues as Premier and Attorney-General. Mr. Ramsay, the Postmaster-General, performs the duties of Chief Secretary of the Department, and Mr. McDermott, Solicit tor-General, and other .members of the Ministry continue in their present offices. The new Ministry are not likely to materially alter th* tariff, or proceed further with the Constitution Bill. ■

Mr. Francis' health is still very precarious, requiring perfect rest and cessation from all business.

The House meets on Tuesday to proceed with business.

A new election has been held, and Mr. Langridge was returned for Collingwood. Captain Edgar, of the ship Oakworth has been committed for trial, charged with criminal neglect in running down some fishermen off the Irish Coast.
