TN accordance with Section 189 of the Municipal Corporations Act, 1867, the following copy of the Draft Bye-law proposed to be made by the Council of the Borough of Thames is hereby published for general information. ■ , W. Bye«law cf the Council of tho Borough of Thames made in accordance with the Municipal Corporations Act 1867. In pueuance of tha powers vested in them under the Municipal Corporations Act, 1867, The Council of the Borough of Thames ordains as follows that it to say: — Ist. The word cart shall for tho purposes of this Bye-law include every waggon, dray, or other carriage whatever bo its construction, r*rawn by horses used chiefly or wholly for the carriage of burdens, quartz, mullock, earth, stone, wood, or other substances, within the limits of iho Borough of Thame*, excspl trucks used on tramroade. 2nd. The Council of the Borough of Thames may if they shall see fit from time to time License to w&rk for hire within tho limits of the Boroughrof Thames such carts as respectively after inspection had by tho authority of the Council of tho Borough of Thames be found fit for public use. 3rd. Every aucTHicense ehall bo granted on tho writen application for the same, of the owner or owners of tho enrt to bo licensed, and every su?h application shall be made on a form in accordance wifh schedule No. I. attached to this Byo-law, and any person who shall wilfully state anyihiiag falsely touching any particular required by such, form shall forfeit and pay a sum not exceeding (£5) five pounds. . 4t,h. Every such, license shall be numbered, so that no two or more licenses granted under this Bye-law by the Council of the Borough of Thames shall bear the same number, and Ehall be registered with" rueh number by the Town Clerk in the registry book required to be kept under section 54 of subdivision 2 of part 10 of the 13 schedule of the Municipal Corporation Act, 1867, and ehall be in force for one year only from the general licencing day appointed by the Council of the Borough of Thames and the owner named ia such license shall cause to be painted or marked and to be kept so painted or marked as to be always plainly seen on lomt conspicuous place on the right-hand side of the cart thereby licensed the number of such licensein legiible figures one inch in length and of a proportionato breadth, and every such owner who shall fail or omit to comply with the provisions of this section shall forfeit a sum not exceeding two pounds. sth. If any owner of any cart permits the same io be used for hire for any purpose whatever within the limits of the Borough of Thames without having a liconse in force for such cart licensing such cart to be used for hire shall for any such offence forfeit and pay a sum not exceeding two pounds. 6th. No person shall act as a driver of any cart licensed under the provisions of this .Byelaw to be used for biro within the boundaries of tlia Borough of Thames without having a license so to act from the Council of thu Borough of Thames and every such Jiconsosha'l be issued twice in each year, and shall be in force for six calendar months only. 7th. If any porfon acts as such, driver as afore.'aid without having such license as last aforesaid in force for the time being or if he lend or part with his license or if the owner of any liconied cart employ any person as driver thereof who ha» not such licence in force, every sucU diiver and owner shall for every, sucli offence forfeit and pay a sum not exceeding two pounds. Bth. Tho driver of every licensed cart shall hold the license for such cart together with his own license as driver, and shall whon required by any constable or by any officer of the Council of'the Borough of Thames or by any person employing such licensed^cart produce for tho imposition of tko person io requiring such licenses reipectively and every such driver who sh-dl on being so required refuse or neglect so to produce such licenses shall forfeit a sum not exceeding two pounds. 9'-h. The Council of the Borough of Thames having granted any license to any driver may if they see fit on proof to their sa'isfact'on that such driver is incapable of driving properly or has been convicted of any offence against this 'Bye-law suspend such license for any stated time or on the like prcof of a second such conviction within one year or on tho recommendation of the Besident Magistrate of the district may suspend for any stated time or revoke or cancel suck license and no license eusponded or revoked under thia section shall ba deemed to be of any force or virtue whatever. 10th. For every suck license granted under the provisions of this Bye-law for any cart there shall be paid to the Council ef the Borough of Thames the sum of one pound and for every bucli license granted to any person to act ds driver of any licensed cart there shall bo paid to the, Council of the Borough of Thames the sum of five shillings # 11th.
