THAMES BOROUGH COUNCIL.

The usual weeidy meeting of the Thames Borough Council was held last evening at the Borough Offices, Queenstreet. Present: His Worship the Mayor!; Crs. Brown, Kennan, "Wilson, Ehreiifried, Kenshawj Butt, Eilgour and Anthony. ' ..•••„; TAX ON CARTS. ■:• - The special meeting of last Thursday had beenjadjourned for the consideration of rules for the rating of carts, regulating the construction ot cesspools, time for removing and depositing night soil. With reference to the last named clause the Clerk read a letter which had been received from Mr. Cribb, stating that the Council ■■pouldjdeposi't" the night soil of the Municipality on his allotment at Parawai, next the Kauaeranga Creek, and offer-ing-the Council Is per load on every load deposited thereon. Cr. Brown proposed that the offer of Mr. Cribb should be accepted; and that no nightman or contractor for removing night soil or other offensive matter should deposit such night soil oa any place save and except on allotments E and E 2, Parawai. ' The minutes of the previous meeting were read and confirmed ; after which the clerk read, in. usual order the correspondence of the past week. A letter was received from Mr. E. K. Tyler stating that; as his opinion that it was necessary to publish the draft of a bye-law before passing it. The Mayor informed the Council tlaat, he, s had conceived it necessary to ask'legal' opinion upon this matter. It was decided to abide by the judgment of.the Council's, solicitor. ,

JUSTiFICATION. A letter was read from Mr. Milletfc demanding an inquiry, into certain circumstances connected, with burials at the Tararu Cemetery. It appeared that certain ; .statements had been made about burying children without the sexton having & certificate. The Mayor said there appeared to be a misappehension with regard to the , matter, and that Mr. Millett had been troubled by the police. Cr. Brown thought the matter was being given undue prominence. He was chairman of the Tararu Board,', and also of the Trustees for the Cemetery, but had heardnothingabout it. Cr. Butt considered that supposing the police to be satisfied about the matter, they ought to have communicated with the Council to that effect. It was decided that the letter; should be .received. An application was received from the residents of Davy-street, with regard to attending to'the! state of the said street, and was duly referred to the Works Committee. . I -if The Mayor thought the magazine would suit very well if it were enlarged; but he thought it was too small at present. It, was decided on. the motion of Cr. Anthony that Crs. 'The Collector df; Rales made application, through letter for permission to take out summonses against certain persons for rates. . 4 -The clerk Said he might state that Mr. Whitaker--had signified his intention of disputing the rates for the Manukau Company, as also the United Pumping Association., , ; It was agreed that summonses should be issued against defaulting parties. EOAB FOR THE WAIO-KAEAKA. An application signed by the directors .of .i >the Queen of the May: and City of York Goldmining^ companies, and others, for the construction of a road from Bella-street to, the City of York Hiinei was, received—the applicants agreeing to bear a conditional burden of the expense. Referred to Works Committee.; public pound. ; The Committee appointed to enquire into the condition of the pound at Shortland recommended that the pound should be in a more central position, as one would be required at Tararu as well, as at Shortland. The matter was referred back again to the same committee with power to obtain, if .possible a central piece of ground .upon'which to erect a public pound. Cr. Brown said before the matter was disposed of he would like to draw the attention of the Council to the iact that Tararu was made a common for all the vagrant swine in the muaicipality, and that the fact had been, neglected by the Inspector of jSTuijarices. The Mayor said ; they would prosecute so soon as they had the power.

FIRE BRIGADE^ The Engineer had, been} instructed at last meeting to form an estimate of the cost of sinking a well in Owen-street, for use of the Eire Brigade., His report was read. It was decided.-that the works should be undertaken—-that the well at the junction of Albert and Brown-streets, should be deepened, and that the well in Owen-street should be sunk 25ft. ; to be lined ' with timber; ;also that tenders should be called for to construct fireplug protectors for the plugs in Sfcortland. , „..,, Tenders were received from Mr. ''■ T. Price and Mr. Turner for making the uniform of the Brigade. It appeared the tenders had only been advertised for on that (Thursday) morning, and Crs." Anthony and Ehrenfried thought sufficient notice had not been given; that it was not giving other tradesmen a fair chance of 1 competition; it was an unbusiness like * mode of conducting the matter. .It was determined tq.refer the. matter back again to the Superintendent of the; Firs Brigade with instructions to advertise foi three days extra.. „ „_, ..... „.., .. t ..

' TENDERS. The tenders for constructing a culvert and water table were then opened. ' The tender of Mr. Twentyman for £110 was accepted. ' -HAPE CREEK BEIDGKE. Cr. Butt moved that tenders should be advertised for the construction of the bridge, providing the Parawai Board give a guarantee for half the amount. Cr. Brown seconded the motion. This was agreed to.-

ADULTERATION OF FQOD ACT. With reference to bringing .this Act into force within the Municipality, the opinion of the was divided. Cr. Butt proposed that the Council 'concurs in His Honor the Superintendent's idea that the Adulteration of Food Act be brought into operation on the Thames. Cr. Eilgour seconded ; it was carried. KEBOSENE LICENSES. The licenses of dealers having expired, it was decided to give notice that they be renewed, and it was agreed on the motion of Cr. Renshaw, seconded by Cr: Butt, that the license should be £1 per annum: COUNCILOR BUTT'S MOTION. Cr. Butt-moved a notice with reference to the foreshore three weeks ago. He had been absent on one or two occasions, and the motion had lapsed. He now i moved another notice of motion, to the effect, that Charles O'Neill, Esq., M.H.E., should be requested lo make inquiries into the title of the foreshere, the terms upon which sites on the foreshore have been leased, &c. CIMPBELL-STBEET TBAMWAY. Cr. Kennan thought that a bonus of £2 a day should be given for every day that the contractors finished their work before the stated time; the penalty for working over the time being £1 per day. This was agreed to. BYE-LAW. The bye-law for rating carts not plying for hire, of which Cr..Kilgour made a proposition at last meeting, was adjourned., ■ The Council rose.'
