BOROUGH COUNCIL.

A meeting of the Council was held last night in the offices of the Borough. Present: His Worship the Mayor; Crs.Eilgour, Wilson, Xennan, Anthony, Ehrenfricd and Renshaw. ' <* The Town Clerk notified that lie had, in accordance with instructions arising but of a motion .passed at last meeting,' called a special meeting for that evening at 7 o'clock, to deliberate upon the draft of the Borough Kegulations. BOBOUGH (BEGULA.TIONS. ; The consideration of the regulations selected under schedule 13 of the Municipal Corporations Act by a committee appointed for that purpose, wa» then tni tered into. The regulations were discussed seriatura. , :, The first was that touching ■upon the erection of wooden or iron chimneys. One clause caused considerable discussion,' namely—That on and after this Act coming into operation ;no chimney,' unless built of brick or stone, shall be erected within the limits of the Borough unless the Council deem such precaution'unnecessary. Cr. Ehrenfried proposed the adoption of the clause in its entirety. Seconded by Cr. Kilgour. Or. llensMw^ proposed as an amendment that the words " unless such iron chimney be at least fire feet from any other building "be. added.: The amendment was carried. : •

With reference to the material to be used in roofing, a clause in the regulations provided that no house should be roofed with shingles within the limits of the Borough, subject to the decision of the Council.: Cr. Renshaw said shingle was the only: material " : produced; by 'the country for that purpose, iron and slate having to be imported; besides.which it would be an arbitrary rule to introduce : it would be making it a favor when permission was given to roof with shingles. Cr. Kilgour thought the clause should be struck out, as the use of iron was not only more expensive, but made the interior of houses very hot and unpleasant, j The clause was ultimately struck out. Other clauses were then considered—namely, those for constructing hearths, bakers' ovens and stoves; also/.clauses haying reference to cess-pools, party walls, etc. Some were struck out as useless.

The next in order was a regulation for licensing vehicles—-stage carriages,' stand cabs and, carts ; appointing stands ; regulating time in traffic and rating of passengers. ; The last two clauses were struck out.

With reference to a place for depositing night soil, it was thought better to adjourn the question. The regulations for- buildings and those applying to the erection of chimneys were then formally passed; after which Or. Kilgour moved that the consideration of the further regulations be adjourned for a week. BEGULAB BUSINESS. The minutes of last meeting were then read and confirmed, after which IETTEBS BENT ' f were read over by the Clerk, amongst which was one to Charles O'Neill, Esq., asking him to present the petitions for additional representation for the Thames. EECEIVED. One was read from Mr. Alexander, ■.■> notifying that the Borough Seal had been sent by the Crown, 'and stating that the report which had gained currency of his having had to send the seal to Melbourne, had no foundation whatever; that it had been solely and entirely his (Mr. Alexander's) work. A letter from the Superintendent's office stated that the resolution passed at the Council, with reference to an increased salary for the' Harbor Master, would receive the earliest consideration. A letter was read drawing attention to the road in the vicinity of the troughs In Burke-street. Cr; Anthony said the road was in a deplorable state. Referred to Works Committee. CAMPBELL-STBEET. Cr. Kennan proposed that, in order to hasten the progress of the tramway in Campbell-street, which was a work most urgently needed, tenders should be called for ■on the decision, of the Works Committee>as soon as the plans and specifications were ready. Cr. Ahthony seconded this. He concurred with the mover as to the necessity of completing the road, which was in a wretched condition. . Carried. TENDEBS. The .tenders which had been ,received for putting 'down culverts in Sealey and Mary-streets were opened and read. The tender of Messrs. McAndrew and West for £59 10s was accepted. ITBE BRIGADE. The report of the Committee appointed to confer with the , Grahamstown and Shortland Fire Brigades was read. Those portion* of the report having reference to figures were adopted ; with regard to cer- i tain works suggested—sinking of a well, Ac—it was decided to wait for the opinion of the Engineer. WOBKS COMMITTEE. The report of the Works Qommittee was read: it recommended the sanction of certain operations, providing funds were available. The report was adopted,; and in certain of the most urgent matters it was determined to act at once. „/ r s ACCOUNTS. -/.- ..-., A' few^accounts were passed for payment. PUBLIC POUND. A. committee was appointed- to inspect the pound at Shortland—to inquire into the manner in which the pound was conducted. The Mayor said there must be something defective in the arrangement; /to his own knowledge a goat had escaped thrice last week. »

ADJOURNMENT OF BUSINESS. ,It was decided to postpone the further matters arising out of the general business of the Council. • ' NOTICES" OF MOTION. Cr. Kilgour moved a "notice of motion to the following effect—that a meeting should be called .to v decide upon the license fee to be w imposed on vehicles not plying for hire, ttf est, those'which are at any time open to engagement.
