The “Daily Telegraph’s” Paris correspondent states that, following on M. 1 Painleve’s announcement that work on the frontier defences would be started in July, comes news of the imminent introduction of a Bill into Parliament, under which France will become virtually a nation in arms, all classes of both sexes having their allotted duties and tasks.
It is argued that, under future conditions of warfare, the whole population. will be liable to be victims of hostilities; therefore, they must share in the country’s defence.
It .is understood that the Bill will provide - a niche .for every adult, while every ministry must include a Defence Department covering its own sphere. Another Bill will follow reorganising the army. The Government insists that these measures do -not indicate loss of faith in disarmament.
