Cable Association (Received Apriß 12, B>lo p.m.) LONDON, April 12. The re-assembling of the House of Commons on Tuesday adds significance to the resumption of the coal negotiations the same day. If a settlement is reached, all business will be set aside, except tho Budget, in order to pass the legislation necessary to carry out the recommendations of the Royal Commission. If a settlement fails, and a strike is precipitated, it may be necessary to recast the Budget to meet tne situation.
