British, French and Belgian leaders signed an International Federation of Trade Unions May Day manifesto, declaring that European statesmen still refuse to discard their wartime mentality; they are still unable to evolve an international policy of social reconstruction; and are still fomenting international hatreds, which are a: menace to world peace, and a hindrance to the workers’ economic security.'
