SOCIALIST AMENDMENT CARRIED.

The Chamber of Deputies by 208 votes to 265, voted for tho Socialist amendment reducing tho Moroccan and Syrian credits by a million francs. M. Briand, while not insisting on a vote of confidence, emphatically affirmed that the abandonment of activities in'Morocco and Syria would precipitate massacre and misery.
