SEDITION DEFINED.

A Ui II was inti'oduced by the Minister of Justice to deline “.sedition,” for the purpose of preventing the dissemination of doctrines subversive to peace and order. Jt provides a penalty not exceeding live years’ imprisonment- for anyone who does, suggests, or justifies seditious acts, pubTishes a. seditious libel, or is a party to a seditious conspiracy. Tlie term includes the commission or incitement of an unlawful, violent act, in Hu l t'nion or elsewhere, towards persons and properly in order to alter any sy,#em of government prescribed by l;w, the incitement- of disturbance oOVblic peace, and also promoling reelings of hostility between races in the Union.
