In a communique with regui’d to the .International Hours of Labour Conference, Sir A. Steel-Mailland decMi\33 .that the possibility of agreement among tlie five nations represented at the Conference is indispensable if a wider measure of agreement is to be obtained. The conference had advanced the whole question of .hours of labour from tho international .standpoint. Following on speeches by other delegates', an agreement consisting ot the highly technical clauses was signed. The agreement concludes with an undertaking to report to the respective Governments the conclusions reached, so that the Governments which have not ratified may proceed with the cousider.ation of ratification, taking into account the agreement reached. The British Government will formally report the Conference conclusions to the International Labour Office.
