In the House of Lords, Lord Parmoor, formerly a member of the Macdonald Cabinet, drew attention to Article IX. of the Locarno Agreement. He asked whether there had been any correspondence on the 'Article with Africa and Canada. Had the Dominions been given an opportunity to express their views concerning foreign policy, since unity on foreign policy was most important for the peace of tho world?
Lord Clarendon replied that at present it was inopportune to discuss the Locarno Agreement. So far as the Ministry were aware, none of the Dominion Parliaments had been invited to express their views on Articlo IX. there had been extensive correspondence with the Dominions before signing the Locarno Pact. The Ministiy were of opinion that publication of correspondence would bo prejudicial to the future free interchange of opinion. Tho matter would be fully discussed at the Imperial Conference.
