ANOTHER OFFICIAL INVITATION.

The Paris correspondent of the “Times” reports that the negotiations which have been proceeding for the past three years for the formation of a Franco-Russian bank in Paris have been broken off.

The Soviet delegates proposed that the bank’s capital should be 20 0,000,000 franco, contributed equally. The French rejected this, declaring that it was too large. The Soviet delegates eventually agreed to reduce it to 20,000.000 francs, but no French bank was prepared to guarantee even half . this comparatively small sum. Negotiations consequently broke down.

In connection with the Chinese gunboat firing on a British houseboat, at Shanghai, the Consul-Gene-ral yesterday pointed out to the Chinese admiral, that owing to the gravity of the offence, it was impossible then to accept his apology. He must first be satisfied that the guilty officer had been adequately punished. The question of compensation must be considered later.
