COUNTER-BALANCING EUROPEAN ACTIVITIES.

LONDON, May 11
The Riga correspondent of “The Times” says the Moscow Press haß published an appeal by General Kameneff, Chief of the Red Army Staff, urging the extensive formation . of rifle clubs in order to counter-balance the Western European military institutions. He says there is not a minute to lose. Rifle practice must be encouraged. The chief Government departments are co-operating in competitions for prizes.
